Conservation Commission
Meeting
September 18, 2008


Peg Arguimbau Chairman, Janet Dunlap, Hank Langstroth, Katherine Roth, Elizabeth McGrath, and Stephen Cremer were the members present.

7:45 p.m.   Notice of Intent Public Hearing filed by George Aronson for the
                 proposed construction of a new septic system, drainage swale, and
     associated site grading at 229 Billings Street:

Bob Murphy from Miller Engineering appeared before the Commission to represent the
Applicant. He submitted a proposed plan entitled, “Proposed Sewage Disposal System,  229 Billings Street, Sharon MA dated 8/19/08 to the
Commission. Bob Murphy requested the following variances from the Commission for the proposed project:
·       Minimum distance of soil absorption system to wetland from 125’ to 50.8’
·       Use of sieve analysis in lieu of percolation test
Bob Murphy explained to the Commission that all piping will be 4” SCH 40 PVC.
The materials and construction shall conform to the requirements of Title 5, Massachusetts Environmental Code and Article 7 of the
Sharon Board of Health.
The existing septic system shall be pumped prior to removal from the site.
The Applicant proposes to install haybales along the limit of work for erosion control
during construction of the proposed project.
The Commission agreed to approve the proposed plan as submitted by the Applicant with the requested variances.
The Commission requested the Applicant to contact the Conservation Administrator prior to construction of the proposed project for
inspection of erosion control measures.
Peg called for a motion to close the hearing pending receipt of the DEP File Number.
Janet Dunlap moved. Elizabeth McGrath seconded. Voted. Unanimous.

8:05 p.m. Old/New Business:

DEP File Number SE-280-0494  
Peg explained to the Commission that Paul Kaplan, 9 Circle Way, has notified the Commission that the local deer population has
consumed the vegetation from the replication planting he completed under DEP File Number SE-280-0494. Paul Kaplan has offered
to make a donation to the Commission’s Land Account in lieu of replacing the required plantings, once again.
Peg called for a motion for the Commission to accept Mr. Kaplan’s offer for a land account donation.
Elizabeth McGrath moved. Janet Dunlap seconded. Voted. Unanimous.

Sportsmen’s Club Survey

Peg called for a motion to hire the low bidder, Leo Glover, to perform the survey work for the Sportsmen’s Club and
Conservation Land Swap project. The cost of the survey is not to exceed $25,000.00.
Hank Langstroth moved. Elizabeth McGrath seconded. Voted. 4-0-1.

Community Preservation Committee Appointment

Peg called for a motion to appoint Elizabeth McGrath to serve as her replacement on the
Community Preservation Committee starting October 2008.
Hank Langstroth moved. Katherine Roth seconded. Voted. Unanimous.

Promissory Note – Whitman Homes

The Commission reviewed a copy of the Promissory Note to purchase the 154A Billings Street property.
Peg called for a motion for the Commission to pay the $95,000.00 Promissory Note to Whitman Homes.
Janet Dunlap moved. Katherine Roth seconded. Voted. 5-0-0. Unanimous.

8:15 p.m.   Notice of Intent Public Hearing filed by the Sharon Department of Public
        Works for the proposed repairs to the existing dam and spillway at Mann’s
        Pond adjacent to Billings Street:

Peter Baril, P.E., from GZA GeoEnvironmental, Inc., appeared before the Commission to represent the Applicant.
He submitted proposed plans entitled, “Mann’s Pond Repairs and Improvements sheets C-1 through C-4, dated August, 2008.”
Peter Baril explained the following scope of the proposed project to the Commission:

Phase I Repairs
·       The contractor for the proposed project will install grout in front of the proposed apron.
·       The grout for training walls will be injected approximately 20’ downward.
·       A temporary coffer dam will be installed upstream of the proposed apron to retain water flow before discharging through
            high level pipes.
·       Some handwork is being proposed to replace fallen granite stones and disintegrating grout.
The Applicant proposes to respond to the Division of Dam Safety Designation as “Unsafe” and “Significant Hazard.”
Peg called for a motion to close the hearing contingent upon a response by the Natural Heritage & Endangered Species Program
and receipt of the DEP File Number.
Hank Langstroth moved. Elizabeth McGrath seconded. Voted. 5-0-0.
